Public Policy Faculty Member Investigates Policies Affecting Educational Equity

Dr. K. Jurée Capers, an Associate Professor in the Department of Public Management and Policy at Georgia State University, is investigating the connection between social and racial equity in the world of politics. Through approaching this overlap with the lens of racial equity Capers examines impact in historically marginalized populations with a focus on education.

“I come from a family of educators, and I also grew up in a rural area [of South Carolina] where the quality of education differs significantly from what you experience in a more urban and suburban areas,” she said.

When the education systems that are available to students are different in quality, this drastically alters the students’ competitiveness prior to setting foot in the wider world and job market.  She became aware of how to have an impact on the problem from living in it.

Georgia State is Selected to Join the Public Interest Technology University Network

Georgia State University has been named to the Public Interest Technology University Network (PIT-UN), a relatively small partnership of prestigious colleges and universities that fosters collaboration among those committed to building the emerging field of public interest technology and growing a new generation of civic-minded technologists.

As a PIT-UN member, Georgia State will develop curricula, research agendas and experiential learning programs in the area of public interest technology, a relatively new field in which technology is leveraged to support public and nonprofit organizations and improve the lives of the people they serve.

Provost Wendy Hensel has designated Dean Sally Wallace of the Andrew Young School of Policy Studies (AYS) to serve as the primary campus contact for PIT-UN.

New Research by Georgia State Economists Shows How Easily a Game Teaches Climate Concepts

A well-designed game can show students how policymakers use complex economic theory in the real world while teaching foundational economic concepts, according to research by Georgia State economist Stefano Carattini and his colleagues.

The article was released in time for this week’s opening of the United Nation’s 25th Conference of the Parties, the comprehensive annual global event for climate negotiations, in Madrid, Spain. Article 6 from the Paris Agreement, which relates to carbon trading, will be a topic of discussion during the two-week conference.

Earlier this year, ninth graders in Germany were seen on Twitter using the “cap and trade” game that Carattini, Eli P. Fenichel of Yale, graduate student Alexander Gordan (Ph.D. in Economics) and Patrick Gourley of the University of New Haven describe in “For want of a chair: Teaching price formation using a cap and trade game,” published in The Journal of Economic Education.

Researchers Led By Georgia State Economist Find A Global Tax On Carbon May Be Feasible

There is a consistently high level of public support across nations for a global carbon tax if the tax policy is carefully designed, according to a survey of people in the United States, India, the United Kingdom, South Africa and Australia.

The research was published in Nature.

“Imposing a cost on carbon is the most economically efficient way to reduce greenhouse gas emissions,” said economist and lead author Stefano Carattini, an assistant professor in Georgia State University’s Andrew Young School of Policy Studies. “Our research shows that a system of harmonized carbon taxes, in which countries agree on the tax rate but maintain control over tax revenues, would be the easiest way to achieve a global carbon price.”

Next Generation Program Sociologist Looks to Human Behavior in Cybersecurity Research

Sociologist David Maimon’s earliest research examined the effects neighborhoods have in determining why some people in neighborhoods engage in crime and deviant behaviors. In 2010, he turned his focus to cybercrime and the unique online ecosystem in which cybercriminals thrive.

Maimon leads the Evidence-based Cybersecurity Research Group in the Andrew Young School of Policy Studies. For this group, he has formed a team, including Georgia State’s chief innovation officer, computer science faculty from the College of Arts & Sciences, computer information systems faculty from the J. Mack Robinson College of Business and criminologists from the policy school to partner in research with cybersecurity experts from around the world. Maimon is also the first Next Generation faculty member hired to teach in Georgia’s new FinTech Academy, a Georgia Board of Regents talent initiative with a hub at Georgia State.

The cybersecurity research group will produce evidence on each of the actors in the cyber ecosystem and on the effectiveness of different tools in nudging them to respond in ways “we want them to behave,” said Maimon. “The work of this research group will help redefine and improve cybersecurity.”

Second Century Initiative Faculty Member Leads $1.4 Millon Study to Investigate Effects of E-Cigarette Regulations

Georgia State University has received $1.4 million from the National Institutes of Health to lead a four-year research initiative that will evaluate the effects of early attempts to regulate electronic cigarettes (e-cigarettes).

The study is led by economist Michael Pesko, a fifth round Second Century Initiative hire in the Andrew Young School of Policy Studies at Georgia State, in partnership with Cornell University, Temple University, the University of Kentucky, the University of Pennsylvania, and the School of Public Health at Georgia State.

Researchers will study the effects of e-cigarette-related regulations on pricing, access, public perception of the safety of e-cigarettes, and the use and sale of e-cigarettes, traditional cigarettes, cigars and smokeless tobacco. They will also investigate the impact of e-cigarette regulations on sales of nicotine replacement therapies, such as gum and patches, for those who are seeking to quit smoking.
